Core Responsibilities

  • Takes a leadership role in ensuring that Human Performance Improvement (HPI) error avoidance tools are incorporated into daily work activities, cascaded and made part of the fabric of doing work in order to achieve error free operation.
  • Responsible for the daily operation of the bulk power electric system at the ECC during normal and emergency operating conditions (e.g. storms), transmission and distribution contingencies, and customer and equipment restoration efforts. Ensures operating, scheduling, procedural, communications and reporting in compliance with the company's policies and accepted industry standards.
  • As appropriate and in conjunction with the Distribution Control Center (DCC) Section Manager, or their designee, acts as the liaison between the bulk power operators and DCC Distribution System Operators during system emergencies.
  • Serves as an Operating Section Chief - Electric during Electric Response Plan activations (such as during storm events).
  • Responsible to interface and coordinate activities with the NYISO, PJM RTO and other market participants (e.g. Generators, neighboring utilities, etc) regarding operating and procedural issues, including response to directives.
  • When necessary reviews system equipment and generator outages. May perform or review outage studies, as appropriate.
  • Facilitate review of and provide comment on the operating suitability of proposed equipment and system changes to Electrical Engineering and Planning.
  • Responsible to review, analyze and/or prepare incident critiques, emergency preparedness drill critiques, and event chronologies as required. Analyzes automatic operations, operating incidents and operator response.
  • Ensures the timely review, appropriate revision and approval of existing operating instructions, procedures and guidelines. Participate in the development and preparation of load forecasts, budgets, operations planning, associated equipment specifications and other related matters, as appropriate.
  • Ensures the development and implementation of new operating instructions, procedures and guidelines, as required, leading to consistent and sustainable standardization of compliant communications and operating actions to improve system reliability and productivity.
  • Represents the General Manager - Control Center and Substation Operations at internal and external functions, as required.
  • Leads team initiatives and special projects. Participates as, or delegates, membership in groups and committees related to various efforts and initiatives.
  • Responsible to interface with IT and vendors on computer and control center equipment- related items and issues in coordination with the Section Manager -Support Services Group.
  • Performs control center audits and provides performance feedback to ensure compliance on operating procedures, administration and communications. Responsible to identify, guide and support directed activities with Northeast Power Coordinating Council, Inc. (NPCC) and Reliability First (RF) to ensure NERC Reliability and CIP Standards compliance.
  • Provides oversight and delegated assignments to ensure all Alternate Control Center (ACC) facilities are maintained in full readiness.
  • Responsible to ensure all department training requirements are appropriate and satisfied as well as administration of payroll, overtime, work schedules, vacations, etc. for those supervised.
  • Responsible to support annual programs for Summer Preparedness including emergency evacuation and system restoration drills.
  • Performs other related duties as required.

Required Education/Experience

  • Bachelor's Degree in an engineering, science or other technical discipline is required And A minimum of 8 years of relevant work experience.

Required Work Experience

  • Must have at least eight years of relevant work experience, with increasing levels of responsibility, including a minimum of 3 years of supervision experience. Required
  • Must demonstrate a high energy level, be flexible, and be able to handle multiple assignments while meeting deadlines. Required
  • Must have a working knowledge of applicable NERC and CIP Standards as they pertain to Control Center Operations in support of continuing compliance with these Standards. Required
  • Must demonstrate the ability to exercise independent judgement and render sound business and policy decisions. Required
  • Must possess proven leadership qualities/skills including strong organizational and interpersonal, oral and written communication, analytical and administrative skills. Strong attention to detail is essential. Required
  • Must be articulate, have a professional demeanor and be comfortable dealing with public/elected officials, executives, and regulators. Required
  • Computer literacy with proficiency in Microsoft Office Applications is required. Required
  • NERC System Operator and PJM certification preferred. Pref

Licenses & Certifications

  • Driver's License Required
  • Other: Must be NERC System Operator and PJM certified within 12 months of hire. 1 Year Required

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.
